Our Health Insurance Navigation Program provides vital, hybrid application support to connect low-income families, minority populations, and underserved rural residents with stable health coverage. Operating through a sophisticated delivery framework that pairs dedicated, bilingual in-person walk-in clinics with flexible virtual enrollment sessions, the program eliminates complex technical, structural, and cultural barriers to care. Navigators maintain intensive expertise in eligibility, enrollment regulations, and program specifications for both Qualified Health Plans (QHPs) and public insurance affordability programs like SoonerCare (Oklahoma Medicaid). Certified assisters conduct one-on-one consumer interviews, guide residents through electronic HealthCare.gov submittals, resolve complicated data-matching issues, and manage marketplace appeals. By building relationships with local advocacy groups and translation networks, the program provides consumer-focused education that empowers individuals to understand their basic health coverage rights, locate regional providers, and leverage preventative care services effectively.

Narrative:Â The insurance navigation program originated as a federally funded enrollment network under the Centers for Medicare & Medicaid Services (CMS). Following shifts in state administration systems, the program successfully evolved into a dedicated state assister model under the Oklahoma Insurance Department (OID), with the initial state contract performance period running from May 01, 2026, through Aug 31, 2026.

Funded historically at the federal level via the Centers for Medicare & Medicaid Services (CMS), currently backed by a state contract with the Oklahoma Insurance Department (OID) State Based Exchange Assister Program

SoonerCare (Oklahoma Medicaid), HealthCare.gov Marketplace, Work Ready Enid, St. Mary's Regional Hospital, Great Salt Plaints Health Center, and regional multi-lingual translation coalitions.

Assist historically low-income or underserved consumers in identifying and securing Advance Premium Tax Credits (APTC) and Cost-Sharing Reductions (CSR) to reduce clinical cost burdens.

For major life changes like moving, marriage, or having a baby. Proof of the event is required. SEP allows you to enroll in health insurance outside of the standard yearly window if you experience a qualifying life event.
Open Enrollment (OEP) | Upcoming

The standard yearly window where anyone can sign up. Usually requires no special documentation. During OEP, you can change your existing plan or enroll in a new one for the upcoming year.

Certified Navigators are registered individuals who provide 1:1, fair, accurate, and completely unbiased health coverage education. Navigators guide consumers step-by-step through Marketplace applications, help resolve complex electronic data-matching issues, and navigate SoonerCare (Medicaid) eligibility criteria. Crucially, while Navigators help you understand all your choices, they are legally prohibited from recommending or selecting a specific health insurance plan for you
RHP provides a highly flexible hybrid service delivery model designed to overcome geographic and mobility barriers. Consumers can schedule tailored virtual assistance appointments via phone or Zoom, arrange standard in-person meetings at the main offices, or attend designated weekly walk-in clinics hosted locally. The physical facilities are fully ADA accessible to accommodate individuals with disabilities.
To successfully navigate the Marketplace application, you should prepare primary household details for everyone on your federal tax return. This includes Social Security Numbers (or immigration document details), projected household income information (such as recent pay stubs, W-2 forms, or self-employment records), and policy information for any current or job-related health coverage available to your household.
